This article presents a decentralized conflict resolution procedure (CRP) for en-route air traffic control (ATC). The main contribution of this article is the development of provable-safe CRPs that bounds the heading-change (turn) rate to account for limitations arising from aircraft, turn dynamics which is illustrated by the design of CRPs through an example intersection in the Cleveland Sector. The decentralized CRPs satisfy conditions for guaranteed safety and maintain the flow capacity in each of the intersecting routes.
