Energy consumption in an efficient way for data centers and mobile network is an important social, economical problem. This paper concentrates on the feasibility energy consumption in mobile network system by improving the load calculation, resource allocation and access techniques. We perform a efficiency based study to evaluate three issues related with energy consumption: the impact of hot spot load balancing, role of signal switch on-off system and proper resource allocation. Our results highlight that hot spot load balancing can significantly reduce the required energy more efficiently with the help of resource allocation and access in an efficient manner. Further, our results show that signal transmitter switch on-off can be useful, especially in combination with hot spot load balancing, and an optimized coverage area calculation. This paper proposes a new Load Balancing technique in congested area through appropriate access point selection and proper cell shaping. This paper proposes new Access Point Architecture with two types of access points, one is programmable Intelligent Access Point (IAP) that can control multiple Conventional Access Point (CAP). This paper will also minimize the no service area problem. The proposed approach is evaluated with repulsion factors which occur due to un served area in a cell area. This paper also proposes solutions for different types of load, e.g. static load, dynamic load. Static load is fixed but Dynamic load is due to some moving user concentrations. The proposed algorithm is co operative in nature, so that the neighboring access points of a particular access point will get information from their neighbors. Through this new concept we have seen performance improvement as well as efficient resource utilization.
