The goal of real-time mobile video applications is to provide high-resolution, high-definition, low bit rate, low latency video. However, the existing problems of the mobile network environment have a bad affect to the Quality of Service (QoS) of real-time mobile video. This paper designed a QoS control scheme for real-time mobile video based on H.264 on the basis of some key technologies for QoS control and applied the scheme to the mobile video surveillance system. The experimental results of the practical applications show that the scheme can effectively ensure the QoS of real-time mobile video.
