Frequency reuse schemes used in LTE network planning are optimized using inter-cell interference coordination with soft frequency reuse. The parameters needed in planning LTE network is derived from the process of dimensioning, including capacity and coverage. By using conventional reuse systems, such as systems reuse one and three, the simulation results obtained do not meet network specifications issued by the 3GPP LTE, requiring repair system using soft frequency reuse. From the results of simulations, the CINR level and throughput generated through soft frequency reuse scheme is better than reuse one and three, where there is an improvement on the performance of cell edge users that has been frequently experiencing interference issues.
