Talent-loss risk factors evaluation is an important part of human resource management in Public 2-Level Hospital. The article firstly introduces the step of entropy evatuation method, establishes the Public 2-Level Hospital talent-loss risk index system based on the Chinese and foreign scholars' research, through interview survey on the spots and the experts analysis. Using entropy weigh method to evalute the talent-loss risk factors, the paper obtains the risk indictor weigh of talent-loss in Public 2-Level Hospital, finds the key influence factors of talent-loss. The research provides scientific theory foundation and reliable for the hospital managers to draw up the talent-loss risk prevention measure, ensures Public 2-Level Hospital.
