A method for analyzing the maximum number of targets that a phased array radar operating in optimum parameters can simultaneously track is presented. Several fundamental constraints of the radar are considered in target capacity. It is shown by simulation tests that the limit tracking capacity of the phased array radar depends not only on the radar and computer resources but also on the accuracy required in the application and the kinetic features of targets
