Global health care has been facing the irrational use of medicines, which has caused high medical costs and health hazards. China has launched the implementation of National Essential Drug System (NEDS) since 2009 for the rational use of medicines. To set up and manage an effective NEDS, a performance evaluation system is much needed. In this paper, we present the design of such an information platform model and discuss the development process of performance evaluation indicator system. The Balanced Score Card (BSC) method was adopted and modified to have financial index, patient index, professional process index, and development and blazing new trials index. The proposed information platform is based on the construction of residents' electronic health files (EHR), and will be further tested and optimized in a regional health care situation.
