The purpose of this article is to develop a framework focused on rural communities in Mexico. The proposed architecture is compliant with regulatory and technical factors as well as with the hierarchical elements of Next Generation Networks (NGN's). Our proposed architecture is flexible and adaptable to rural and under-served urban areas and is consistent with e-Mexico program created by the Mexican government to detonate and stimulate social and economic development in rural communities.
