In situation when the demographic indicator is negative, higher education institutions need to be flexible and must offer personalized education for every learner. Educational courses should not only reach the highest quality, but also correspond to and meet all needs of each individual learner. The individualized education system concept proposed by the authors offer graph-based framework consisting of four graphs to personalize education process tutoring module of intelligent tutoring system. Personalized learning enables every learner to design his/her own study program, which is described by AND - OR graph. Second graph represents a structure of study course by showing relationships between topics. The third graph is constructed by mapping each topic to the corresponding concept map, which includes all taught concepts and their relationships. The fourth graph represents a concept and its relationships with all needed learning objects to acquire knowledge about the concept. The article is concentrated on description of a scenario for development of individual study program.
