Transmitting multimedia data over a CDMA channel to a large number of users simultaneously presents a new set of challenges. Sometimes, data demands will exceed the system capacity. In these situations the system must make the most efficient use of its limited resources. The resources we consider are fixed bandwidth available for each user and the total transmit power for each cell. An approach for allocating these system resources will be given which unifies. The choices for power control, variable forward error correction (VFEC), and scheduling for a downlink (from base station to multiple users), Our system control algorithm which consists of three levels is fully distributed and the performance is quantified through simulations. In these simulations we assume a linear cell topology, with users uniformly distributed in each cell. Both intercell and intracell interference are also incorporated in our model
