The data link layer is used to transport the network layer's data from the source to the destination node safely. This paper designed and implemented the data link layer by the WIA-PA specification. It designed 5 events which can be triggered by a timer to implement the superframe, designed a reliable data communication method based on active timeslot table and an link transmitting queue, and achieved a time synchronization method from the point of reducing the energy consumption. The results of the experiment showed that the correct rate of data transmitting is better than 80%, and the accuracy of time synchronization is less than 1 microsecond. It met the industrial field requirement.
