At practice level emergency responding capacity assessment of city power emergency management is the fundamental element of a scientific city power emergency management system. Based on the previous study on city power emergency responding assessment indicators system, the paper focuses on the third level indicator connotation and its function, integratedly using emergency responding assessment of new cross subjects. Thus this study goes further in research on the framework of city power emergency responding capacity assessment indicator system.
