The aim of this paper is to propose a telecommunications network architecture, adaptable to existing rural communities in Mexico. The proposed network meets with regulatory and technical factors and the hierarchical elements of Next Generation Networks (NGN's). The proposed architecture is flexible and adaptable to rural and under-served urban areas. Our proposal is consistent with the framework of the e-Mexico project created by the Mexican government to detonate and stimulate social and economic development in rural communities.
