Development of a National Energy Efficiency Strategy incorporates understanding the energy status quo, devising Visions & Goals, Potential Energy Savings calculation, Target setting, sector identification, identifying implementing instruments, etc. In all this, there are great benefits to be reaped from undertaking careful review of International best practice employed in development of Energy Efficiency Strategies for other Countries (No need to re-invent the wheel but just re-design the same wheel to meet your terrain).
