This paper presents a fuzzy associate memory controlled leaky bucket (FAMLB) system model for multiple traffics usage parameter control (UPC) in ATM networks. We first give the conventional fuzzy control rules for all traffics and then propose the random fuzzy rule adjustment (RFRA) method to optimize fuzzy control rules for different traffics. It is proved that our FAMLB is a good dynamic mechanism of multiple traffics UPC and our RFRA method is a good optimizing fuzzy rules algorithm
