Power budget can be used for performance prediction of passive radar illumination sources. A bistatic coordinate system for WiMAX based passive radar was proposed firstly. Then the bistatic radar equations were introduced in detail, also direct path signal power, target echo path signal power, noise, interference and clutter was analyzed. In addition, coherent integration gain and target bistatic radar cross section (RCS) was considered in radar equation to calculate the maximum detection range. The WiMAX based passive radar power budget simulation results demonstrated that the maximum detection range can reach 19.4 km for conventional naval ship and 4.1 km for cabin cruiser.
