The problem of target channel sequence selection for proactive-decision spectrum handoff in cognitive radio networks with Poisson arriving primary users is formulated and a target channel sequence selection scheme is proposed. Theoretical analysis shows the proposed scheme can realize the minimum probability of spectrum handoff failure. Simulations show that the proposed scheme outperforms random target channel sequence selection and it performs comparable to the optimal solution in terms of the expected number of handshake trials till success.
