South-to-North Water Diversion water district charge with optimal allocation of water resources as a whole a major strategic task. This paper combines the significance of the establishment of ecological compensation in Henan water district of the Middle-line Project, analyses the problem that exists in the ecological compensation implementation and also gives suggestion.
