The increasing complexity and dynamism of construction projects have imposed substantial uncertainties and subjectivities in the risk analysis process. Most of the risk analysis problems contain a mixture of quantitative and qualitative data; therefore, quantitative risk assessment techniques are inadequate for assessing risks. This research proposes a method to assess risks using a flexible and rational approach that could accommodate experts' subjective judgment based on fuzzy expert system. In this research, the proposed method involves expert group formation and development of risk assessment model.
