This paper applies decision support tools including decision trees and probability/impact tables to help a project manager to do a decision analysis for assessing the relative value of one or more different option. The process of folding back or averaging is to get each site's expected cost and revenue and compare them by an investment technique: the Payback Period technique to prove why the chosen one is the most appropriate.
