To solve the problem that when coal mining enterprises involved in emergency rescue could not arrive in time, we develop the emergency rescue command information system based on Web GIS which can provide the function of managing emergency incident, dynamic playing emergency incident, managing historical events and displaying maps. The system provides evidence for rescuing when coal mine accident happens and improve the success rate of rescue.
