With the development of computer science, large-scale distributed simulation is becoming mature. HLA can construct new complicated simulation applications with the reusable simulation module efficiently, conveniently and cheaply according to different simulation requirement. As outstanding network simulation software, OPNET can simulate on single machine. In order to be one of large-scale distributed simulation, the framework of integration system is proposed. It contains some federates, one is Controller, the others are OPNET federates. The parameters of OPNET can be changed and the federation time can be advanced. Simulation results verify that the method is feasible; the method could make contribution to construct the large-scale military simulation applications.
