In this paper, we focus on the need for Circuit Emulation Services over Packet Network (CESoP) and its improvement. CESoP enables asynchronous packet network providing synchronous service such as Time Division Multiplexing (TDM) service. The paper discusses the influencing factors of performance and flexibility in CESoP and introduces Stream Control Transport Protocol (SCTP) as a transport layer protocol. Then we propose the system design and prototype implementation with jitter buffer adjustment strategy. Finally, the performance of CES over SCTP is compared with that of traditional CES over UDP in different network conditions.
