We describe the concepts of ITS-combined ATM-based mobile multimedia communication system and its characteristics such that a mobile can be traceable and near the transition of handover region, next candidate base station is almost deterministic. These two characteristics are possible for intelligent transportation system (ITS) services in which the mobile's position, velocity (including the direction) and acceleration are always monitored by base stations. The suggested scheme for an effective handover at the mobile multimedia communication networks employs these two characteristics. We also discuss a method of maintaining a sequence order of ATM-cells during a handover process
