Standards for communication systems once were produced by specific industries in a vertically integrated fashion. Multimedia, which merges different forms of communication, requires a new approach-horizontal or layered-to develop standards. This implies a radical change in the way standards are produced. Increasing the bandwidth to end users also forces a change in the role of public authorities in regulating the use of technology to provide services
