As the inner and outer environments changing, the highway right and benefit transform have aroused more and more uncertain factors, and the risks become more and more complex. The paper's object is the overall risk of the highway right and benefit transform. Using the integrated risk management conception, the transform risk is regarded as the multi-dimension organic system. This paper hopes to provide the theoretical support for the integrated management of the transform risk.
