In this paper, we present an improved rate control scheme for real-time communication of H.264/AVC standard. Compared with JVT-G012, our algorithm has two main improving points: (a) adoption of a weighted MAD prediction, considering both spatial and temporal correlation, meanwhile reduce the complexity; (b) employ a linear R-Q model instead of the quadratic model. The result based on JM86 shows that the proposed scheme performs better than JVT-G012 with lower complexity. The relative PSNR is improved 0.3-0.5dB in QCIF sequences, and the bitrate fluctuation varies more smoothly.
