As the duality characteristic of urban public transportation, the government has difficulties to distinguish between the enterprise policy losses and the operating losses in estimating financial subsidies. Eventually, it'll lead to the growing and unobvious efficiency of financial subsidy. Therefore, it is necessary to implement supervision and examination mechanism in financial subsidies to enterprises. This paper, based on the analysis of the existing financial subsidies problem and the necessary of establishing the measure system of the financial subsidies efficiency, will carry out the measure system of financial subsidies from the government to the enterprises. This will play a guiding role in releasing the pressure of financial and promoting the quality of transit enterprises.
