Extensive investigations for the inspect and record of Building Energy Conservation (BEC)have been in the four representative cities of thermal efficiency sub areas of China, existing problems of current BEC inspect and record in China are analyzed. Based on the actual situation of the BEC inspect, the solution is proposed. Based on the model mentioned above, the Information Management System for BEC item inspect and record suiting for each thermal efficiency sub areas features, which consists of system login and system management module, construction-related units module, inspect entries module, construction project information module, item inspect module, is developed. This system owns good software extensibility, clear interface, simple operation for the clients and so on.
