During the process of the wholesale, in different power grid gate, the wholesale power capacity requires different provincial power network lines and different usages of the resources of the transformation of electric energy; hence it has some influences on the cost of power transmission and distribution which was operated by the provincial power company who allocated the wholesale power correlated. Focused on the different power grid gate of the wholesale, the thesis is going to construct an allocated cost model of the power transmission and distribution, and points out the fact reasonably and faithfully that how the utilization of the transformation of the electric energy resources was affected by the wholesale power business, therefore, it promotes the harmonious development of all levels of networks and forms the reasonable price mechanism of the power transmission and distribution and meanwhile the price mechanism of the wholesale power business.
