Privatization in the electricity sector has been accelerated recently, and many distribution companies owned by TEDAS has already been privatized in 2010. These companies are now subject to regulation by EPDK and therefore their capital expenditures should be approved by EPDK in order to be compensated by electricity tariffs. Therefore, contrary to traditional practice, distribution system planning should be managed by distribution companies and controlled by regulatory more carefully and professionally anymore. This paper presents a initial version of a software tool which enables distribution planning and analysis, and thereby how to ease the planning process. The paper also suggests some methodological analysis to assess and benchmark different CAPEX proposals.
