In order to solve the problem of evacuation for people trapped in high building when some dangers happen, we design a safe evacuation system depending on self-weight of trapped people, in which recycle chain ladder is the core unit and the deceleration control for recycle ladder is one of the key techniques. Synchronous generator as damping device of the deceleration control for recycle ladder is taken and a new method for recycle chain ladder deceleration control is put forward according to balance principle of electromagnetic torque and mechanical torque for permanent magnet synchronous generator. With fuzzy PID control technique and by adjusting load current of permanent synchronous generator, change of the electromagnetic torque and regulate damping power in the recycle chain ladder running process achieves automatic control for deceleration. The theory analysis and simulation experiment show that this method is feasible.
