Abstract-Information resources allocation strategy is the foundation of allocation activities development, is the overall plan and arrangement for a long-term allocation goal, implementation program and operation mechanism. According to the national innovation and development requirements, this study combined synergetic theory with traditional information resources allocation theory to analyze information resources allocation strategy collaboration mechanisms and collaboration evolution processes in National Innovation System. It aimed to promote the cooperation between different innovation organizations and improve the effectiveness of national information resources.
