Engineering change is one of the important issues in contract management. To strengthen management and control of engineering change have great significance for the achievement of contract management objectives. Researches on responsibilities of engineering change risk factors offer a new thought for improving level of cost management and control of engineering change. The study method in this paper is to find out engineering change risk factors according to the engineering change reasons and fault tree analysis method. On the basis of risk allocation, the responsibilities identification of different reasons can reduce the expenses claim and settlement of dispute which caused by engineering change, and finally to introduce the specific case to analysis the process aforementioned.
