For the complexity of the process of E-commercial innovation, there is no uniform standard on how to measure E-commercial innovation at home and abroad. Evaluation of E-commercial innovation, however, is an important management tool in the process of E-commercial innovation. Therefore, the author introduces the Balanced Scorecard on the base of summarizing the research on E-commercial innovations at home and abroad, and then intends to build an E-commercial innovation evaluation system, which takes balanced scorecard as a tool for the evaluation. The author also builds innovative capability assessment model with the application of gray relational analysis method and on this basis, introduces a balanced factor, taking into account of not only the capacity dimensions weights but also the overall innovation capability. Finally, validate that by means of case study.
