This paper concerns about the key sector in process of modeling competency -extracting competency specially. Draw support from the operational BEI method by Professor McClelland and AHP method with the combination of qualitative and quantitative analysis by the TL Professor Sati's. So that managers understand the concept of competency deeply, improve this competency-based method, and enhance the effectiveness and flexibility of human resource management activities.
