Considering the complexity of technological innovation capability and some shortcomings of the current evaluation methods this paper designs an evaluation index system which includes three abilities: finance external stakeholder, internal operating level, basic level, and set up a new model for Technological innovation capability evaluation based on Information Entropy and Unascertained Measure.
