A new video on demand (VOD) storage system is constructed by intelligent network disk (IND for short) cluster in this paper. After through analysis of user behavior on watching video program, an adaptive storage policy of master copy and duplicate based on popularity of video file is proposed. Access frequency of video file,load balance state and system parameters in operation are monitored by way of intelligent control software. According to migration algorithm, video files are distributed newly among the INDs in good time.Practice show that the design is satisfied for VOD characteristics such as in real time, stableness, high concurrence, high bandwidth and large capacity. The testing result attain original design goal.
