It is very common to see the street lamps alight all night, which is a great waste of energy. This thesis summarizes the possible ways to save energy in using street lamps. Afterwards, a new way is needed to be put forward to avoid the street lamps alight all night. Our research is focus on the urban roads whose traffic volume is not that large. To be short and to describe the design easily and clear, some definitions, including “detection by real-time, control by regions”, “cross region” ,“arriving region”, “middle region”, “leaving region”, “the bright state”, “the dark state” have been made. To detect the direction and the volume of vehicles in the urban roads, the circle loops detection is used. Thus, the demand of energy, namely, the state of street lamps, can be determined. And then, the controller can act correspondingly. When there is a vehicle detected, the street lamps are in the state of bright which is demanded to ensure the safety, otherwise, the lamps gloom to save energy. To ensure energy, the cross regions keep the bright state, and there is a safe distance (visibility) whose lamps will be bright before the vehicles arrive. It is calculated that 23.7% power energy will be saved by adopting the “detect in the real time, control by areas “system and 17301kwh can be saved for an urban roads whose length is 2kilometers if the control period is from 0:00 to 6:00. If unit power price is 0.65 Yuan, 11245.65 Yuan could be saved one year., and it will be 0.11 billion Yuan when the number of roads is 10000.
