We propose and analyze two signaling-network designs based on centralized and replicated databases for global mobility management in personal communication networks. We find that the replicated design outperforms the centralized one over a wide range of parameters. Furthermore, the replicated design is compatible with existing IS-41 and GSM, PCS and future UPT protocol standards
