Transformer Substation Simulation (TSS) is very useful as well as complex. Combining it with Virtual Reality (VR) technology is an inevitable trend. This paper analyzes the necessity of creating TSS based on VR. As the development-mode of traditional TSS has low efficiency to create Transformer Substation Virtual Simulation (TSVS), this paper proposes a components-based and flexible development-mode in which A TSVS-Engine is the kernel of TSS based on VR. Meanwhile, this paper designs the frame construction of TSVS-Engine, illustrate the functions of components in the frame construction, and realize a TSVS-Engine with the usage of common object model (COM) technology. The results show that the engine is easy-extension and able-reuse which can greatly improve the development efficiency of TSVS.
