With the course of education informationization, digital educational resources increase rapidly. Traditional digital education public service platforms, which are rely on resources service, can not meet learners' diverse requirements for education resources. Under this background, this paper pointed out the concept of knowledge service, constructed a framework of knowledge service system, then studied knowledge service generic technology which changed traditional digital education public platform from resources service to knowledge service. In the end, this paper introduced Shanghai's endeavour on building digital education public service platform for citizen's lifelong learning.
