In order to maintain good visual quality of the video signals encoded at low bit rates, a perceptually tuned 3-D subband video codec is presented. The coding efficiency is optimized by removing not only statistical redundancies but also perceptually insignificant components from the video signals. The perceptual redundancy is quantified by the just noticeable distortion (JND) or minimally noticeable distortion (MND) profile from a perceptual model that incorporates both the spatial and temporal masking properties of the human visual system (HVS). Simulation results show that a good visual quality can be maintained at bit rates below 64 kbps
