China's Individual credit for e-commerce research has focused on the surface of the system, and the research content is very scattered, theoretical and systematic index system is not yet formed. In this case, from the long-term perspective of the system construction, an establishment of personal credit evaluation index system suitable for China's e-commerce conditions has important theoretical and practical significance. this paper first discusses the personal and e-commerce credit and other basic theory, and for the first time to create a personal credit evaluation index system for the seller based on third-party e-commerce transaction platform, drawing lessons from domestic and foreign banks in the credit assessment of individual indicators and methods about consumer credit, and from Taobao's credit evaluation mode. This system puts forward practical improved methods in respect of authentication, transaction security deposit, the auction amount, auction moral, services and weighted scoring, and use AHP to solve out the index weights of evaluation at all levels, making it more perfect in practical applications. It includes not only management issues, but also to a large extent rely on technical support. The evaluation method has a high value of promotion and application, and the accumulated data in network transactions can be applied to other areas, which being an important reference for Personal Credit Assessment has a very considerable commercial value and also has a high reference value for China's personal credit index evaluation system.
