The public sector plays an important function of providing public goods and public services, maintaining public order. The public sector human resources as the executer of duties and the critical factor in public sector. Whether can take the effective management of human resources not only determine the efficiency and service quality of public sector, but also impact on the economic and social development directly. This paper discusses the meaning and characteristics of public sector human resource management firstly, then in-depth analysis the problem which is exist in public sector human resource management in our country, and attempts to solve them from the following aspects: first, establish a people-oriented management philosophy; second, strengthen public sector human resource development, development of incentive mechanism effectively; fourth, establish a scientific performance evaluation system.
