In the System View of C4ISR Architecture, the military resource systems were tightly coupled and hard to adapt to the dynamic changement of operational process within Operational View. This paper presents a service oriented C4ISR Architecture Framework and prescribes the formalized description of service view. In the future integrated joint operation, C4ISR system which federates systems, sensors and effectors to promote military effectiveness, is moving towards a more dynamic producer/consumer environment. In order to improve the C4ISR Architecture Framework including SOA related issues, service and related elements are added to the C4ISR architecture as integrated parts and service view is added to the framework. Further, due to ensure the data coherence of C4ISR architecture, service view and its product formalized descriptions are prescribed and followed by the relationship between the products.
