With the rapid development of the global economy, the quality of third party logistics becomes a hot topic of all fields of society. In order to improve the TPL Quality of Service, a new method to rate the engineering characteristics in house of quality of product planning is applied into the paper, in which the house of quality on the TPL Quality of Service is established about the environment and cost. In the method based on fuzzy data envelopment analysis, each engineering characteristic is considered to be a decision making unit, the relationships between the engineering characteristic and all the customer needs are regarded as output factors. While effect on the environment and cost are regarded as input factors, the importance of the engineering characteristic is determined by the efficiency score. At last, key factor is gained to improve their quality of service.
