The architecture of VOD server with the cluster of inexpensive nodes is proposed for the massive demands in IPTV. The bandwidth of the hard drives within the node is balanced with its network interface. The concurrent demands for a program are met by the copies of this program in several nodes dynamically. The low power consumption SoC processor is applied in the node to lower the cost and the cooling system. Then the scalable solution is formed with the various quantities of nodes, and the large city's IPTV can be served in CDN mode with a central program library.
