Designing model and realizing the workflow management system are the research focuses of workflow technology. This article describes a method of designing workflow management system, it gives full play to the excellence of colored Petri nets' graphical representation ability and ECA rule's easy to realize. It designs workflow model by colored Petri nets and translate the model to ECA rule figure, which is used to design workflow management system. In the end, we check the correct of the method by an example of Project Amount Declaration.
