Control unit of Liaohe River Basin and subordinate cities (counties or districts) was introduced. Industrial structure and distribution of Liaohe River Basin was described. Heavy industries have played an important role in the Liaohe River Basin's economic growth. COD and NH3-N emission of the main industries and their distribution in the Liaohe River Basin were analyzed. Green contribution of COD and green contribution of NH3-N for a certain industry were defined, and the values of green contribution of COD emission and green contribution of NH3-N emission were obtained according to the industrial structure and distribution of the control unit in the Liaohe River Basin. Based on the analysis, some measures of decreasing pollutant emission and increasing water quality of Liaohe River Basin were put forward.
